Agencies may specify the location of an offense within a hate crime incident as one of 45 location designations. However, not all reporting agencies have made the programming change to allow these additional locations designations; therefore, the data collected to date are not yet representative of all location designations. The location designations of the hate crime incidents reported in 2013 (based on Table 10) were:

  • 31.5 percent of hate crime incidents occurred in or near residences/homes.
  • 18.1 percent took place on highways/roads/alleys/streets/sidewalks.
  • 8.3 percent happened at schools/colleges (based on three designations).
  • 5.7 percent took place in parking/drop lots/garages.
  • 3.5 percent occurred in churches/synagogues/temples/mosques.
  • 2.1 percent took place in restaurants.
  • 2.0 percent happened in bars/nightclubs.
  • 2.0 percent took place in commercial office buildings.
  • 1.8 percent occurred in government/public buildings.
  • 1.2 percent took place in jails/prisons/penitentiaries/corrections facilities.
  • 1.2 percent occurred in convenience stores.
  • 9.5 percent occurred in the remaining specified location categories or in multiple locations.
  • 13.2 percent took place in other/unknown locations.

Location by bias motivation

Racial bias

Law enforcement reported 2,871 hate crime incidents motivated by racial bias in 2013. Of these:

  • 34.0 percent took place in or near residences/homes.
  • 19.2 percent occurred on highways/roads/alleys/streets/sidewalks.
  • 8.7 percent happened at schools/colleges (based on three designations).
  • 6.3 percent took place in parking/drop lots/garages.
  • 2.2 percent occurred in restaurants.
  • 2.2 percent happened in commercial office buildings.
  • 2.1 percent took place in government/public buildings.
  • 1.8 percent occurred in bars/nightclubs.
  • 1.6 percent took place in jails/prisons/penitentiaries/corrections facilities.
  • 1.6 percent occurred at parks/playgrounds.
  • 10.7 percent took place in the remaining specified location categories or in multiple locations.
  • 9.6 percent occurred in other/unknown locations.

Religious bias

Of the 1,031 reported hate crime incidents that occurred due to a religious bias:

  • 23.3 percent happened in or near residences/homes.
  • 18.3 percent occurred in churches/synagogues/temples/mosques.
  • 8.9 percent took place on highways/roads/alleys/streets/sidewalks.
  • 7.7 percent transpired at schools/colleges (based on three designations).
  • 2.7 percent occurred in parking/drop lots/garages.
  • 1.6 percent took place in commercial office buildings.
  • 11.1 percent occurred in the remaining specified location categories or in multiple locations.
  • 26.4 percent took place in other/unknown locations.

Sexual-orientation bias

Law enforcement reported that bias motivation against a particular sexual orientation prompted 1,233 hate crime incidents in 2013. Of these:

  • 32.2 percent occurred in or near residences/homes.
  • 23.0 percent happened on highways/roads/alleys/streets/sidewalks.
  • 7.2 percent transpired at schools/colleges (based on three designations).
  • 6.1 percent occurred in parking/drop lots/garages.
  • 3.6 percent took place in bars/nightclubs.
  • 2.4 happened in restaurants.
  • 12.2 percent occurred in the remaining specified location categories or in multiple locations.
  • 13.3 percent took place in other/unknown locations.

Ethnicity bias

Of the 655 hate crime incidents motivated by ethnicity bias as reported by law enforcement in 2013:

  • 31.6 percent occurred in or near residences/homes.
  • 18.3 percent took place on highways/roads/alleys/streets/sidewalks.
  • 9.3 percent transpired at schools/colleges (based on three designations).
  • 6.7 percent happened in parking/drop lots/garages.
  • 3.5 percent took place in convenience stores.
  • 3.2 percent occurred in restaurants.
  • 2.7 happened in government/public buildings.
  • 17.3 percent took place in the remaining specified location categories.
  • 7.3 percent happened in other/unknown locations.

Disability bias

Bias against individuals with a disability (either physical or mental) motivated 83 hate reported crime incidents in 2013. Of these:

  • 44.6 percent occurred in or near residences/homes.
  • 18.1 percent took place on highways/roads/alleys/streets/sidewalks.
  • 9.6 percent happened in schools/colleges (based on three designations).
  • 16.9 percent transpired in the remaining specified location categories.
  • 10.8 percent happened in other/unknown locations.

Gender bias

18 gender bias hate crimes were reported in 2013. Of these:

  • 16.7 percent occurred in parking/drop lots/garages.
  • 11.1 percent happened at residences/homes.
  • 38.9 percent occurred in the remaining specified locations.
  • 33.3 percent took place in other/unknown locations.

Gender Identity

During 2013, 31 hate crimes motivated by gender identity were reported.

  • 22.6 percent occurred on highways/roads/alleys/streets/sidewalks.
  • 16.1 percent happened at residences/homes.
  • 6.5 percent took place at air/bus/train terminals.
  • 6.5 percent occurred in parking/drop lots/garages.
  • 6.5 percent happened in restaurants.
  • 22.6 percent took place in the remaining specified location categories.
  • 19.4 percent occurred at other/unknown locations.

Multiple-bias incidents

Six multiple-bias hate crime incidents were reported in 2013. Of these:

  • 2 happened in parking/drop lots/garages.
  • 1 took place on a highway/road/alley/street/sidewalk.
  • 1 occurred in or near a residence/home.
  • 1 happened in a school/college.
  • 1 took place in an other/unknown location.
