Table 13 Addendum Data Declaration
Table 13 Addendum
Hate Crime Incidents, per Bias Motivation and Quarter, by State and Agency, 2012
The FBI collects these data through the Uniform Crime Reporting Program’s Hate Crime Statistics Program.
General comments
- The data in this table are limited to those submitted by the law enforcement agencies in Kentucky, Massachusetts, New Jersey, and Texas that were unable to submit their hate crime data in time to meet the publication deadlines for Hate Crime Statistics, 2012.
- Data users note that these data are not included in Hate Crime Statistics, 2012, in either aggregate tables or in agency tables.
- This table presents the data from those agencies that reported one or more hate crime incidents occurred in their respective jurisdictions during 1 or more quarters in 2012. The data are distributed by bias motivation and quarter.
- The Hate Crime Statistics Program collects data about both single-bias and multiple-bias hate crimes. A single-bias incident is defined as an incident in which one or more offense types are motivated by the same bias. A multiple-bias incident is defined as an incident in which more than one offense type occurs and at least two offense types are motivated by different biases.
- Blanks in any of the four columns under Number of incidents per quarter indicate that an agency did not submit a report for that particular quarter.
Caution to users
Valid assessments about crime, including hate crime, are possible only with careful study and analysis of the various conditions affecting each local law enforcement jurisdiction. Therefore, the reader is cautioned against making simplistic comparisons between the statistical data of this program and that of others with differing methodologies or even comparing individual reporting units solely on the basis of their agency type.
Methodology
The data used in creating this table were from the law enforcement agencies listed that submitted one of the following: (1) at least one National Incident-Based Reporting System Group A Incident Report or a Group B Arrest Report, or (2) at least one Hate Crime Incident Report and/or a Quarterly Hate Crime Report. The published data, therefore, do not necessarily represent reports from each participating agency for all 12 months (or 4 quarters) of the calendar year.
Population estimation
The FBI calculated 2012 state growth rates using the U.S. Census Bureau’s 2011 and 2012 provisional state/national population estimates. The FBI then estimated population figures for city and county jurisdictions by applying the 2012 state growth rate to the updated 2011 U.S. Census Bureau data.
